Won’t amount to much in short term, exactly. Then it resumes the trend of becoming progressively worse and it will result in fewer rights. Think only of mandated social distancing and mask wearing and how it might be good in certain circumstances, but however good it may be it is a terrible precedent of power to grant to your government.
Change doesn’t occur quickly? I would argue it occurs most quickly out of any country in the world. Nearly 30% of the population lost thier jobs virtually overnight. We became the worlds largest producer of oil very quickly. Thank you fracking! Trump went from the bankrupt taj to the desperate cable spot to the White House at a fairly tremendous rate. It didn’t take hardly any time to declare war after 9/11. Patriot act was invoked at alarming speed. Reversals of stated WMDs happened sooner than I thought it would. Have you scene how quickly our national debt grows, its exponential! Industrial revolution? Nuclear proliferation?...however I will admit there are soMe things that do move slow.
I wish I had faith in future generations but when I see the complete immersion of humanity in technology things become quite hopeless indeed

Before we abolish and defund can we know what the alternatives are? Is one a permanent military presence? The country will look like the south after the civil war. What did they call the period?

Make them go to academy for 4 years to become an officer, Implement intense Psychological testing and lie detector tests for racial bias and or murderous intent.

This. I have yet to hear from the people who are calling for this action (defunding) how it is supposed to look and function and how we are supposed to get there. Calling for change is well and good (and necessary) but without action items on how to get there, it will never happen. People like to throw out these words like defund and reform and other "hot button" words but really it seems to be mostly lip service.

Even with the police, there have been looters, curfew breakers, rioters. I think enforcement and penalties are too lax.

Tear gas is against the Geneva Convention, but that applies atrictly to warfare. It does not apply to police forces and civilian applications.
Military trainers tear gas recruits in training to get them proficient in using equipment like gas masks, etc.
Ultimately, it should not be used against peaceful protestors and if Acosta is right in saying its been used against them, he's right in saying its wrong.
