In HS I was terribly undertrained, ran XC my last year only, never having done over 15 mpw before. Went from 19:30ish to 17:45 on 25mpw with no summer mileage.
If you do it right (reasonable mix of easy days, long repeats, and short repeats) I'd guess you can probably do it.
16 weeks is a good amount of time. Try to stay consistent and keep your easy days easy and hard days hard. 55mpw might even be a little much depending on natural talent.

I just did a 5k time trial 8.5 weeks into the 16 week training program. 19:19 PR. 39 second of improvement. Halfway through with my training plan I'm about halfway to my goal, so things are looking good.
