Actually, my state never did. Playgrounds were closed due to surface contamination, but outdoor activies were and continue to be fine. Of course, talking with somone for extended periods of time outside could be dangerous if they are putting out a lot of virus. People sitting beside each other in stands for a 2+ hour game would not be wise. But we are talking about a few guys running a 4 minute race. The wind alone would dilute any virus they exhale. And at only 4 minutes, that's a prerty low risk interaction.
