Lots of people are already out of jobs in California due to their, as he calls it, fascist imprisonment of people in their homes against all their constitutional rights. He will instead create new jobs elsewhere in a state that can actually function on behalf of its citizens.

Ironically, California is likely to emerge as one of the least impacted states in the country from the coronavirus.
My guess is this is 100% posturing. He is hoping to force officials to let him reopen the Fremont plant so he can start productivity asap. As a publically traded company, he has a legal obligation to attempt to get his company productive again.
He has been talking about opening a second line. He keeps talking about it, obviously to fish for tax incentives from other regions. The present situation is a great time to make it sound like he is dissatisfied with California so that he can try to bring in some incentives from other regions.
It would cost a fortune to move the fremont production to another state in any timely fashion. It would likely sink the company for him to follow through on that. That would have to be over a decade away for it to make any sense.
Musk wants to infect cheap laborers with the Chinese Corona Virus who will in then then infect their kids.
