Russian social services are trying to benefit children in many cases (see guardian article), letting older siblings sign off on papers for their younger siblings, something no social services does normally... afford minors with decision making capabilities. Courts normally would do this for wards of the state. Russian social services is letting eldest siblings do this to 1) keep siblings together and 2) expediate processes.
