Almost any Post-Rock (Explosions in the Sky, Sugar Ros, was mentioned), but Godspeed! You Black Emperor is the quintessential band of this genre and it will tear your heart out and place it back in so gently.
Also, Two Headed Boy - Neutral Milk Hotel, The part with the lyrics, "Catching signals that sound in the dark, we will take off our clothes, and they'll be placing fingers through the notches in your spine" Just simply beautiful imagery. Brings a tear almost every time I listen.

If by chills, you mean "douche chills", then yes...chills.
If you're using the word "goosebumps" as code for "been deeply moved by", then I could hardly begin to list all the songs that would hold true for...from symphonic, orchestral, and operatic music to folk and ballads to blues, rock, and soul through even to some pop songs.
One thing that does always give me chills though is when I'm at a concert or watching one online, TV, whatever and a band is doing a cover or does a long instrumental intro into a song. There is that moment when it hits the audience what's going on and the audience recognizes the song and cheers.
Another vote for "Fake Plastic Trees" by Radiohead.
The previously mentioned "Sometime Around Midnight" by The Airborne Toxic Event is another fantastic song.
