A couple more points:
At our sectional xc meet in Illinois today, each team was called out and inspected by the official and adjustments were made -- BEFORE THE RACE BEGAN.
Uniform conformity is important to some extent. But the line that has been set is outrageous if we have gotten to stitching on undergarments. Where is the sanity. There are judgements calls that officials have to make all the time in sports. I would think that a reasonable person would think that stitching -- especially white stitching is not affecting adversely uniform conformity.
My guess is the reason this ruling has not been overthrown already is someone is involved in the original ruling that has some sort of authority or power in Maryland high school sports and no one wants to over rule this person for fear of offending them.

In Britain nobody thinks laws are good per se. We just don't trust law makers that much.

It's important to understand that all societies have a hierarchy of rules, from criminal and constitutional laws to the more minor administrative regulations to the very trivial.
