Yes and there is another message here. Pence is walking around defying the hospital rule when very person around him is wearing a mask. Trump and his lackey Pence is telling everyone that they are above rules and regulations that common people must follow. Also interesting that they experience no shame or embarrassment in being the only person n the hospital to flout that safety rule.
And this clearly demonstrates to the base that this safety measure isn't needed. It makes you really wonder, what's wrong with these people"? Based on that act, many won't wear masks and people will end up dying as a result.
