Prices are high because of OPEC+, the Russian/Saudi controlled version of OPEC.

What is OPEC+?
- The non-OPEC countries which export crude oil along with the 14 OPECs are termed as OPEC plus countries.
- OPEC plus countries include Azerbaijan, Bahrain, Brunei, Kazakhstan, Malaysia, Mexico, Oman, Russia, South Sudan and Sudan.
- Saudi and Russia, both have been at the heart of a three-year alliance of oil producers ... that aims to shore up oil prices with production cuts.
- OPEC plus came into existence ... when Russia concluded the Vienna Agreement in 2016

Now take a current events course and look what happened when the US rig count broke 1900 in 2014. The Saudis flooded the market with oil to protect their market share. By June of 2016, the US rig count was down to just over 400 and has never been able to recover to above about half of the count back in 2014. That is why the US oil and gas industry isn't drilling. They know that the Saudis have them beat and don't want to go through another crash.

You meant and "older" events course because OPEC+ was created in 2016 and would be more current. 2016 happened to be when Trump was elected. Trump increased U.S. oil production by some 25% and increased exports, on long-term contracts, by the same amount. Lose-lose by Trump.

Some of the drilling you are referring to is already done, but the wells are capped. The owners were squeezed out out of business. There are some 7000 drilling permits that have been approved, and many of them are being sat on until prices are high enough for the permit owners to make money they want.

It seems to me that Saudi Arabia (OPEC), Russia (OPEC+), and some U.S. oil producers are all working together to raise prices, and to try to change some voters votes to get the people they want into political offices. After the election, expect drilling to start on the sat on permits, and some capped wells to open up again.

Saudi oil production in 2014 was lower than it was in 2013.

It also seems that Russians blew up their own Crimea bridge on a suicide mission to deliver more munitions to battle Ukraine. Thus is the fate of expendable Russians forced into military service.
