I don't see how that overhaul happens if it becomes a Russian puppet state. In fact it would seem to ensure corruption. Maybe someone else can chime in.
Presuming Ukraine comes out of this as a sovereign country and moves forward with closer ties to the EU and/or NATO, both have standards of Democratic governance that must be met for admission, so, imperfect as it may be, there is at least a carrot for internal reform at the end of that path.
In any case the US and EU strategic self interest in supporting Ukraine has more to do with discouraging imperialistic aggression on the European continent than what individuals are holding office in Ukraine. All were perfectly content with the status quo so long as Russia kept its military within its borders and supplied the EU with natural gas.

Ukraine is a relatively new democracy and has a lot of problem, from corruption to the Azov battallion, but it is a reasonably free country compared to most of the former USSR republics. If Ukraine needs a complete rehaul, then, according to this standard, most of the worlds countries need a complete rehaul.

Now we're talking. RU's inability to have air superiority might be its largest failure of the entire war. And NATO just has to be laughing - if NATO ever had to fight RU, it would be over quickly. If RU can't get air superiority over Ukraine....they can't get air superiority anywhere. NATO would own the skies and therefore the battlefield.

Russia had air dominance in Syria which enabled them to bomb cities into submission with cheap and plentiful munitions.

The reason they are not interested in investing in increased production is that they face an immediate future of denial of leases, massive bureaucratic regulation and pushback from the "No More Fossil Fuels!" Biden regime. So they sit on their capita or funnel it elsewhere, like the green energy ripoff industry.

The understructure of the trailer does not match; between the trailer wheels and in the back there is a skirt in xray the photo does not have. The x-ray has removed a set of rear wheels from the truck. The spare wheel (between the rear wheels and the back of the rig) is incorrectly sized and mislocated.
The x-ray appears to be a "stealth" truck with large bombs inside that are being driven to the Russian front lines. It is more likely that the xray is the real truck, and the photo is of a truck carrying the scapegoat five Russian and three others falsely arrested.
