See, Russia claims to have annexed parts of Ukraine. The problem is, they don’t actually control all parts of Ukraine that they now claim to be parts of Russia. Hence, Ukrainian troops are already fighting in regions that Russia claims to be Russia, but which the rest of the world recognize as Ukraine.
Russia's revenge attacks are actually accomplishing one thing. They are distracting Russians from the fact that RU forces have failed in their efforts to regroup and attack UA forces. UA forces have repelled 30+ RU attacks around Bakhmut, Kreminna and other key strategic settlements around Donetsk and Severodonetsk. Again, all RU forces have been able to do is lob artillery at UA forces from afar, but fail miserably whenever they go toe to toe with UA forces.
And this shows how completely dysfunctional RU's armed forces are. There are critical battles taking place in Donbas. UA forces have strong momentum. RU forces are trying desperately to mount a response to UA offensive, but are facing serious supply chain issues as the bombing of the Kerch bridge cuts off a major lifeline for fuel and weapons. What does RU do about this? It blows almost $1 billion of its most effective long range precision weapons blowing up playgrounds and apartment buildings. Had those weapons been used in support of Russian attacks on UA forces in Bakhmut, the scene of very intense fighting, RU forces could have very well been able to drive back UA forces and achieved a significant victory in pushing back the UA advance. But they didn't. Instead, the UA strategy of corrosion of RU forces continues unabated.
I agree. More than these revenge strikes showing the dysfunction of Russia's army, they demonstrate the dysfunction of Russian higher leadership. As you suggest, these attacks are motivated by public relations goals, not true military objectives. Putin needed something to prove to Russian hawks that he can respond to Kerch bridge provocation, so the Russian military was forced to spend all these military assets on strikes that provide minimal military benefits.
All along, Russian higher leadership has shown a stunning inability to see things as they are. I think Russian generals all along have to manage two fronts, one in Ukraine and the other in Moscow. And as a consequence they've fortunately done a pretty crappy job in both areas.

Russian Orthodoxers believe each member of the Holy Trinity is wholly distinct, and that the Son and the Holy Spirit are subordinate to the Father.
