According to the "rules" of war, Russia would be justified in destroying the infrastructure in Poland that is used to move NATO weapons to Ukraine. Tactically, it is unwise as Poland and NATO would consider it an act of war on Poland.

Russians blowing up a theater or a train station with soldiers inside is not a terror act, but a war act. Now, Ukrainians blowing up Kerch bridge with civilians passing and no military personell present is a terror act.
No terror acts are good, not Russian, not Ukrainian and not American.
My argument in favor for Russia is that Ukraine has been at war with itself way before the West cared about it. Only once Russia chose to support the Russian ethnic Ukrainian citizens in the fight for their rights, the US decided to "stick it" to Russia. I do not celebrate acts of war (or terrorism), but I understand how Western actions in Ukraine have been worrisome to Russian ethnic Ukrainians and also to Russia.

The missile attack in response to the Kerch bridge attack shows just how incompetent RU military leaders are. Kadyrov and Wagner group founder Prigozhin have been jockeying for control over the Ukraine campaign and trying to remove Shoigu. The missile attack is just an effort to placate Kadyrov and Prigozhin and accomplishes nothing other than cementing Ukraine resolve. What RU should have done was scrambled assets to support the battle for Kherson. The Kerch bridge was the major supply route for the southern front in Ukraine. RU tanks will start running out of fuel and oil as the supply chain grinds to a halt. Kherson's RU installed mayor even called out RU forces for failing to defend the city from advancing UA forces. Kherson hospitals are overflowing with RU casualties.

This is where Russia shat the bed. Normally they should not be scared to take on NATO for supplying weaponry, but instead of building strong military and industry, Russian politicians spent decades filling their own pockets.
This is the reason I hope Putin will get ousted. Not for the war in Ukraine, which is strategically justified. But for wasting potential of an entire country for decades now.
This is just the continued dismantling of the Soviet “Empire.” It is going to take decades before fair, enforceable borders are established among these former Soviet nations. Putin’s futile attempt to halt this segregation of nations will, ironically, hasten this process.
None of these nations will make meaningful progress until mutually agreed upon borders are established. It’s not happening in our lifetimes.

If ther power plants have not been used by Ukrainian regular army or AZOV as shelter, then yes.
That's the problem, Russia thought that destroying entire Ukrainian military infrastructure would end the war quickly. They did not expect, that Ukraine would not shy away from leading partizan style combat from civilian locations, risking civilians lifes.
Ukrainians themselves have been shelling Zaporizhzhia nuclear power plant to point finger towards Russians when demanding more money from the West.
