In order to dig in deeper, whe have to define what a terror act is. For me personally, it is an attack against civilians and civilian infrastructure.
Russians blowing up a theater or a train station with soldiers inside is not a terror act, but a war act. Now, Ukrainians blowing up Kerch bridge with civilians passing and no military personell present is a terror act.
No terror acts are good, not Russian, not Ukrainian and not American.
My argument in favor for Russia is that Ukraine has been at war with itself way before the West cared about it. Only once Russia chose to support the Russian ethnic Ukrainian citizens in the fight for their rights, the US decided to "stick it" to Russia. I do not celebrate acts of war (or terrorism), but I understand how Western actions in Ukraine have been worrisome to Russian ethnic Ukrainians and also to Russia.
