This is incredibly unclear. I believe USADA would already have possession of the out of competition samples they took from Armstrong. I don't believe they could take physical possession of French samples and transport them back to the US, based on what I have very briefly read of French law. They could of course operate in cooperation with French or other agencies. UCI has reportedly and pointedly refused to store any samples they have with USADA.
