Here's an interesting situation: my friend has dual citizenship, both Canadian and a South American country. I don't want to ID him (not that many good Canadian runners would fit the details), so I'm not naming the country. Let's just say they're not a distance powerhouse.
By 2016, he has a very good chance of having the B or even the A in his event. If he is the best Canadian runner in this event, but like Reid doesn't satisfy the AC criteria (A + B in the allowable period), would it be wrong for him to represent his "other" country?
I asked him about this after I read about Reid. He was born and lived his whole life in Canada, and is against the idea since he wants to represent his country. But what if your country won't send you even though (1) you're the best they've got and (2) qualified according to the IAAF?
If I was Reid and had citizenship somewhere else, I'd look into it.
