They should be a able to run an 800 in 1:59 otherwise that mile isn't happening.
Everyone is different people. There is no magic number. Some people can run a 4:00 off of a 1:54 and some people can only go 4:00 with a 1:45. Average, yeah I'd probably say 1:50.
Some simple rules for equivalent efforts are:
200 Time = 100 Time x 2
400 Time =(200 Time) x 2 + 4
800 Time =(400 Time) x 2 + 14
Mile Time =(800 Time) x 2 + 24
2-Mile Time =(Mile Time) x 2 + 44
The pattern is easly to remember, 0,4,14,24,44
Some results are shown below starting with some mile times. I think they agree with some running calculators fairly well and seem to be close predictors.

hmmm....13:57/29:03 but just never struck while the iron was hot....injured more or less the last 6-7yrs....not sure if you're inferring that i would have been a better 5k'er....b/c so far that pb is actually slower than the mile....dude-
