Ok in terms of just being the best victor has to get the nod. He's fast as hell, has incredible tone, and is just skilled beyond all belief. And he's got some soul too.
But I'd say Claypool x1000 times more creative. Maybe less skilled in terms of some of the really technical stuff but his mind for music is just ridiculous.
Jaco is talented as all heck... i just wish someone would have bought him some different strings. Thats all.
honorable mention to flea who is not only skilled but very musically aware of what the bass could and should be. and john myung from dream theater just because he can tap like he owns the thing.

I'm a bit of a Mingus fan myself (don't know much about the others mentioned), but I wouldn't put him in the running for greatest bassist of all time. What made Mingus special was his talent as a composer and band leader. He wasn't really the type to blow you away with his own bass playing.
