Sub 3.30 is wishful thinking
Running an elite 800m time is not a prerequisite for a sub 3:30.
Lagat, Cacho, Kipchirchir Komen, Niyongabo, Chirchir, Komen, Maree, and Rotich never went under 1:45.
Ngeny, Morceli, Baala, Ramzi, Aouita and Cram all had world-class 800/1K times to go along with their sub-3:30s. You can add El G to that list if you buy the reported 1:42 he ran in a practice session.
Now, in my opinion, all sub-3:30 guys are capable of a world-class 800 time. I think Niyongabo is the slowest guy under 3:30 in terms of pure footspeed and I'd bet he could have ran 1:44-mid at worst if he trained for the event specifically.
This race certainly doesn't indicate with any high level of confidence that Webb will run under 3:30 anytime soon. However, this performance in no way precludes that as a possibility, however likely or unlikely that may be.
