Yes if Kenya was going full discretionary, the 5,000 4th placer (Krop) was also way more accomplished/credentialed than the third 5,000 guy they sent. He ran 7:30.07 shortly after Trials for 3,000 and was clearly way more fit than an off-day at Trials.

I still find strange that it was only the steeple where Ethiopia went discretionary. Clearly there were better options in other distances as well so why only that event?
maybe there were some other switches in other distances but thought basically results form the trials
