I think the rise in excessive force/police shootings was the result of so many police encounters with suspects being captured on video and being shared by police officers with each other on social media. My neighbor is a police officer. We go camping with him and his family as we have kids who are around the same age. He will sit and watch videos of arrests posted on police officer forums for hours. The videos are all the same. An officer approaches someone. The suspect doesn't comply with the officer's instructions. Then, the suspect pulls a weapon and kills or wounds the officer.
I think this has caused police officers to be hardwired to be overly aggressive as they think that they are just milliseconds away from death whenever they are dealing with anyone. Police officers think that they are learning how to save themselves by watching these videos because they think that it is possible to learn to spot when someone is going to pull a weapon. But it really isn't. And people end up getting shot when they pull out their phone or reach for their wallet to show police their ID.
Also, these videos have created an awful subculture of "auditors" and sovereign citizens who waste police officer's time by turning every traffic ticket into an hours long ordeal over refusing to provide ID, asking for the supervisor, etc.

See the handle. I spend 10-20 hours a week reviewing BWC video. Not at all addicting for me and I'd be happy if I never saw another second of it. The stupidity involved, mostly by the suspects, but not always, makes me dumber just watching.
Watching these videos raises cortisol levels.
