Can you shed some light on what happened at Dave Reading's London Marathon 2016 where he has no time splits on the official results, a lack of race photos, and claims to have ran it an hour faster than official results show? (Not to mention it being almost an hour faster than his 2015 time?)

His views seem to be that he felt the guy was deluded in his view that he could break or get near this record, which is fine. There is no problem with attempting a record if you genuinely believe you can do it, even if it's pretty obvious to any sensible person that it's not possible.
My point was does he believe that Dave was going to attempt to break the record by cheating given his history with using similar means to run times at various marathons. (at least it seems that way given the missing timing mats and photographs)

We just want to put your fears to rest and let you know there's nothing to see here and we're exceptional overcomers and exceptional givers sacrificing for others, that's all. We've also never ever raised money for charity except when it's pointed out multiple times we did and then there was that one time we did, after multiple times were pointed out.
Our next project is a relay to the center of the planet jupiter and back. We're accepting sponsors and donations right now. It will be tough but we're just that giving that we have to do it.
Is there also anyone who can help pay for our housing or expenses or with product along the way?
Nothing to see here with Dave but our new project is sure to be an inspiring feat of human endurance that will overcome our (formula story of being an abused child, drug addict, in some way an exceptional and inspiring overcomer or exceptional humanitatian), that seems to come into play with a lot of these people.
