The reason they were moved from the site in Chicago is because Obama still had access to the site [technically presidents lose their security clearance when they leave office, so for Obama to access those documents after leaving office, he would need permission from the sitting president (no different than Trump), but most often times this is overlooked as they had the requisite clearance when the documents were generated] and the requisite security measures were not present at the site. Trump put on the extra lock they asked him to. The site had secret service protection, it's not that different that NARA.

His treatment of da Mayor may have something to do with it. But most of those guys are the type to assume (perhaps correctly, perhaps not) that Trump wouldn't do that to them. But whatever the reason, he isn't attracting any talent to help him in this battle. And the more who decline or stay away, the he looks even more like poison.
