Mines claims McCabe testified that the surveillance was key in surveillance being sought. He did not say that it was instrumental in the issuance of the warrant. Further, several sources are claiming that Nunes mischaracterized McCabe’s testimony. That testimony is not public, so no evidence currently exists for us to support or deny Nunes’ claim, which again uses sought vs issued.
So if there is evidence out there that the dossier was necessary for the warrant being issued, I’d love to see it.

The memo is purely for PR purposes to allow legally untrained dopes such as dentist Paul Gosar to grandstand about the FBI committing treason. The hope is to drum up enough support so that maneuvers which eventually lead to firing Mueller....which is Trump's main goal at this point....will not cause the chaos it likely will.
The memo is so short on legal grounds that it's laughable that even the deepest of Trump supporters can't see through it.
