Anyone who thinks the cartels would be successful against American special forces is a moron.
The only reason the Mexican government would refuse the offer of American help eradicating the cartels is the fact that the cartels are probably heavily imbedded/influential in the corrupt Mexican government.
Nobody can wipe out the cartels militarily without being willing to wipe out a huge fraction of the population along with the cartels.
Of course the cartels would not fight in the open against the US. It would be guerrilla warfare on the cartels' home turf with them hiding among the civilian population.

We wouldn't have to kill them all. You'd be surprised how hard it is to conduct business when your workers are dying in droves... Cut off the money and the cartels are powerless.
