That's most the game, yes. The other part is Ukraine stealing then trying to hide its corruption. Ukraine is arresting whistleblowers regarding corruption. They'll run the same corruption any chance they get in the rebuilding process, like they do now with our money.

Wikipedia claims US estimates of 120,000 dead Russians (through Aug 2023) but the truth is 42,284. Wikipedia claims 70,000 dead Ukrainians.
