I think the idea was the UCI would not follow through and strip Armstrong. IF that happened, they he would argue that means USADA's case is wrong and sue for deformation.
Regardless of what UCI were to decide, Lance will not sue USADA. He would still have to take the stand and USADA would have multiple witnesses testifying that Lance did indeed cheat. No way in hell does Lance take anyone to court.

I think your brain is deformed. The only coward in this situation is Lance - afraid of arbitration. Took his ball (afraid to play), went home, and cried about it. Yellow wristband = coward. USADA did exactly what they are supposed to do - investigate cases of alleged doping. Don't forget, Lance welcomed the USADA investigation just a year and a half ago. Be careful what you wish for.
