These are the only active track athletes who have broken 12:50 (haven't retired or moved away from the track):
Bekele (last did it twice in 2006)
Eliud Kipchoge (2004)
Sihine (2004, same race as Kipchoge, but has been dealing with injuries since 2008)
Isaac Songok (in Zurich 2006 behind Bekele and has missed most of the last two years with injuries)
Shaheen (2003 beating El Guerrouj in Ostrava, and has just recently started to show world class form again)
