Open enrollment doesn't affect "recruiting." Open enrollment simply means a regular old high school.
The original poster started this with the intention of bashing FM, trying to make it seem like they do something different than every other h.s. in the country.

My county had about 30 different high schools (pretty dense area), with each town having their own high school. A few towns were big enough that they had 2 or 3 high schools. In our state, you had to go to the public school in your particular town.
Since our county was bordering the oceans, there was a special high school that focused on marine sciences. They had special marine biology and oceanography courses. They even had a Coast Guard ROTC program.
Anyone from the county - regardless of the town they lived in - could go to that school, but you had to apply. I don't think there was an entrance exam, but you did have to submit grades and recommendations from science teachers.
That was a magnet high school.
