Ok I did not realize your mileage was so low.
You should be able to run 3:08.3:09 with a 1:30:xx half.
You are lacking endurance and running too far on your long runs. I would focus on increasing your consistency. Your long run doesn't need to be any longer than 1:40 to 2 hours, if that.
You are putting way way too much emphasize on your long run, and you are not doing enough with the rest of your training.
