There are TWO AZ license plates - one on Seth's car, and one on the guy who hits him. Sure, Seth could have an AZ license plate and live in California, that makes perfect sense. Obviously it's supposed to be an Anytown USA feel, but I think the license plates are pretty conclusive.
It's the very first frame of the movie! Go watch it and see how I'm right.

The movie is filmed in LA, that is fact. The liquor store is in Santa Monica, the house party is in the valley and the mall at the end is the fox hills mall in Culver City. They do not o out of their way to designate any other city I would have to assume that the movie takes place in LA. It obviously doesn't matter because it does not add or detract from genius of the film.

True, there is no Clark County in AZ, but there IS one in Nevada, right on the border of AZ, so the AZ license plates would make perfect sense.

I'm pretty sure there is no debate with the Simpsons. They specifically mention in one episode that they live in Springfield, Missouri.

It was suppose to be in clack county but theres like 6 so im not sure, but if you watch the movie the police has a patch on his shoulder it say's clark county police

Who cares?? Superbad was the suckiest, sucking suck of a movie. The joke was on anyone who paid to see it because they told you up front that it sucked superbad.
there are 8 (eight) characters in that license plate... no license plate in the US currently uses 8 characters. every plate manufactured has no more than 7 characters...
so license plate = FAKE
it seems the movie is based in suburban southern california (where it was shot and written), with private liquor retailers and all. plus if you look at the plants, there are mostly palm trees in the background. there are also bird of paradise's all throughout the movie. this flower grows best in southern california... Maybe clark county NV
