I couldn't even understand their reasoning at all. I asked her if she was going to teach her kids to cheat because others might and she said this was different.
The coworkers are close to right in one regard: many other countries do not have the enforcement or testing that the US has.
However, letting Jones keep her medals and keeping it a secret is a bad idea.
I was impressed that Jones so willingly turned over the medals. A good start on one's road to redemption.
