Never. I thought it was common knowledge, legs don't get cold.
As a high school indoor track coach, if a kid shows up to practice and it's below 45, they better have full length tights or pants, otherwise the rule is they have an unexcused absence. It seems kind of harsh, but to a large extent they show up in shorts when it's 20 or less because it's a tough guy thing. It's then that they get pulled muscles, a noticeably higher incidence of injuries, etc.

I'll start piling on the layers up top before I start worrying about the legs, but still, in general, I'm pretty much a pansy when it comes to cold temperatures, especially for a Canadian.
As a general rule, I'll wear tights below about 50F for training runs. That said, I''ll wear shorts in races down to about freezing, unless it's also very windy.
Up top, though, at 50 I've got a t-shirt, two long sleeve shirts, and a jacket (minimum). My wife and son, if they're with me, MIGHT have a second layer on (either a long sleeve shirt or a windbreaker), but likely won't. They both laugh at me, but I just don't like to be cold. I catch a chill and I just can't shake it.
I always wear my tights for long distance runs and if it's over 80 degrees only then do I wear shorts but only for hard workouts.
I've always found it retarded when I see guys running in shorts in <35 degree weather trying to look all tough and shit. Do you think Bekele, El Guerrouj, or Paula Radcliffe do that? Hells no, they can run fast as shit, they don't need to run shirtless or in shorts to think that they are tough.
I'm usually rocking the pants around 35 or so. If my legs are still cold 10 minutes into the run, then I should be wearing pants. I don't do the sweatpants thing though, just windpants. I'll wear tights under them if its about 10 or below.

Funny this topic should come up. While running this week it was sub 35 degrees and windy along the river here. A midshipman comes running out of the Naval Academy to go over the bridge where it is very windy, and he has cotton shorts on and cotton t shirt on...he was so red and cold I felt bad for him. He was starting his run and hadnt gotten to the cold part yet. He made me feel bad for a moment that I was overdressed. Then I looked at his face and he didnt look happy. I will keep my Segoi, he can have his cotton.
Whenever I feel like it. Somewhere between 60F and 70F I'll start thinking about it. If the Kenyans and Japanese do it, then it's probably a good idea. It only makes sense, keeping the connective tissue, like tendons and ligaments near the skin's surface, and the muscles warmer is generally a good thing.
I will typically put on pants when it drops below about 45. I find that at colder temperatures it takes my legs a long time to warm up and get loose. I will usually wear just a t-shirt and headband down to about 25. This keeps my legs warm and my body from overheating. I then put on a long sleeve shirt. At about 10 degrees I will put on tights under my running pants. I never wear just tights, I think they look ridiculous and I am insecure in my masculinity.

There was a time when there weren't any tights, so we ran in long johns with shorts over them.

Add half tights under shorts at from 20-30 degrees
Sporthill pants if below 20 degrees
I've never had a problem with my legs getting cold.
But if its wet as well: cold rain or heavy snow
I'll were my GoreTex suit, tops and bottom, unless I have a tempo run or speed workout to do. Then its shorts and half tights.
They weren't all that bad, but on the coldest of days ice use to form on the knees.
