Really depends on how your heat looks. If you are fit enough to be top 5 then get out in a top position (for sure not leading) and ride the train from there. If you are mid to back then know about how fast you should go and hit splits for first 3k and reassess how you feel from there. When I ran a 5k outdoor I got out a little to fast and it hit me hard around 4400m. Sounds like you have the right idea, and it may take a trial and error to learn how it feels, but... good luck!
