He says that athletes who want to have a 'B' sample tested need to pay for the test themselves and that often, caught athletes don't want to give up the doctors/agents who "misled" them.
He says their organization is taking the fight against doping very seriously and claims most Kenyans accidentally dope do to ignorance rather than intentional cheating.
