If your athletes feel like they are walking at the short tempo LT, then I am sure they are fitter than first estimated. Have them do a time trial for 2 miles and then email to me about how to figure out their times. Otherwise, the first race of the season will reveal the true paces to use in training. Once the season starts, you will need to do combination long interval workouts that include the first couple of miles at LT, the next couple of miles at race pace, and the next couple of miles at faster than race pace. For example a 31:00 10km runner would do this regularly:

2 x 1 mile at 5:12, jog 200 between
2 x 1 mile at 5:00, jog 400 between,
2 x 1 mile at 4:48, jog 800 between,
Then 3 x 200 at 32 seconds, jog 200 between.
