Monitors are basically that- monitors. They are supposed to make sure kids aren't starting fights, ripping seats apart, messing with the bus driver, etc. The bus driver can't do this because they are too busy driving, but the monitors are supposed to provide something of an authority presence. Kids can get disciplined for things that the monitor witnesses, but generally they aren't expected to be an imposing presence. In my district the monitors were usually middle-aged/elderly women, and I believe they were volunteers (or got paid low wages- The woman in this story got paid 15k per year I read somewhere). It's a little bit hard to explain exactly, but they weren't considered to be on the same authority level as teachers, administrators, or bus drivers. They could yell at you, and they could get you in trouble, but they weren't qualified to hand out punishment themselves. As kids we always at least respected them enough to not harass them (and most people had good relationships with them actually), but clearly the kids in this video are morons, because what other explanation is there for filming yourself doing this and posting it online?
