As I read IAAF age standards, Cain cannot compete in Spain. She was born in 1996 and I do not think she is old enough. She will make it on age for the World Youth Championships in 2013.
She must be 16 by 12/31/12. She turned 16 on May 3, 2012, so she qualifies on age.
