The 1500 is after the 800 so it doesn't hurt to declare in the 1500 even if he doesn't show up to the line after doing all of the 800 rounds. I don't think it would look good to declare in the 800 then not show up, but come back later in the meet and run the 1500. I assume he will declare the 800 and run it.
