I believe there is some kind of new rule where you have to wait something like 2 years after you become a citizen. Estrada became a citizen this year so he got left out by politics. He has a unique oportunity of going to the Olymoics right here, and right now. Who could give up this opportunity? Besides it's not like he's competing for a totally random country.
