USATF has a history of letting in runners to their championships on appeal who state a decent case.

This is what can get him in:

"The Men’s and Women’s T&F Chairs will handle all entry appeals up to 48 hours prior to the start of competition in each event. Thereafter, the Entry Appeals Committee, consisting of two Athletes Advisory Committee members, one Men’s T&F Committee member and one Women’s T&F Committee member will have the sole responsibility to handle entry appeals."


So if two people above him drop out, he's in.
Or if he appeals before the race and they like him (Nike wink) they can add a 25th man on the line.

If wants in, he's in.
All of the top 24 are in if they declare.
Ritz can jump over someone who is 25+ on the list if the committee likes him better than someone higher on the list that finished outside of the top 24.
