Thereafter, the Entry Appeals Committee, consisting of two Athletes Advisory Committee members, one Men’s T&F Committee member and one Women’s T&F Committee member will have the sole responsibility to handle entry appeals." So if two people above him drop out, he's in. Or if he appeals before the race and they like him (Nike wink) they can add a 25th man on the line. If wants in, he's in. All of the top 24 are in if they declare. Ritz can jump over someone who is 25+ on the list if the committee likes him better than someone higher on the list that finished outside of the top 24.
