It seems like you thought a little about this, so I'm guessing you're serious.

The money you would raise through draft exemptions would more than be lost through the cost of the program--many many times over. Guns and officers and barracks and Humvees aren't free.

Even if it were free, you would still be taking thousands or millions of people out of the work force and delaying the time between high school and college to the point were many of the learning skills will be lost upon matriculation. People need those four years to gather human capital either by going to school or working and gaining experience. By denying them that, you will make the economy much less productive and reduce the affordability of health care that way.

A draft is always a bad idea because it prevents specialization. People can generally determine pretty well what careers are best for them. It would be a mistake to force a talented biochemist or business manager to enter the military where their skills won't be maximized.
