You just have to think about it as two different events - a marathon race and a marathon event. The race is for people who show up to compete - with the field, with the age group, with themselves. These people care about their time and place. They train accordingly. The marathon event is for people who show up to participate or to raise money for charity.
6 or 7 hour marathons are 3 times the pace of competitive races. If you go out golfing and shoot well over 200 are you still golfing? No, you are probably drinking heavily and just messing around. If you shoot over 200 everyone understands that you are not a golfer. The local course will still take your money, though. And it helps sustain the people who really play.
If you run 7 hours in a marathon everyone should understand that you are not a marathoner. But you should still be welcome to participate.
