I would say that learning to use your glutes is more important than learning to use your quads. The quads are important during the support phase, but if you imagine a leg press machine or a leg extension machine, that motion isnt terribly pronounced in running. its more pulling the leg back with the glutes and some pressing off the toe. Look at some of the lean kenyans. Not a huge amount of quad bulk. They're "defined" just because they're completely fat-less. Definition has almost nothing to do with muscle mass or strength. My shoulders and chest used to look relatively "defined" as a 5'8" 135 lb runner compared to a way stronger but significantly flabbier normal sized person, and i could barely lift a book over my head. Experiment of one I guess. No matter what, run hills often and run fast often, but both in moderation. Good luck.
