Wait, this guy is a runner on the team right? So then he should try to get his buddies to run with him as many days as he can. The overbearing coach argument is moot.
I would do a tempo run, trying to go a few seconds faster each week and a long run, adding a mile or so each week. Tell the guys you want to build up to being able to run 12 or 15 miles or whatever by fall. That should get them fired up. Then maybe an easy run followed by some fun frisbee or basketball or whatever for the kids that aren't mentally into running yet.
