I don't have any direct knowledge but just looking at the college times for most of these groups, they have to be taking potential into account and not just actual times, along with how you fit into the training program, personality and so on.

I have heard McMillan say that he looks for people who have a high level of natural talent who underperformed in college because of injuries and not being able to put in enough miles.

Altho how you evaluate potential when someone hasn't actually run the times has to be pretty tricky.
