I think the proposal is actually to replace the 1600 in high schools with the mile. It wouldn't affect NCAA or the pro's. I agree with that, because the 1600 is just a b*stardized distance that no one runs except in high school. The mile would at least mean something to peers and parents of high school kids.

In an ideal world, the switch would be to the 1500 so that the distances were the same in HS, college, and professionally, and people would actually know and care how long 1500m is. Failing that, however, getting rid of the 1600 in favor of the mile is a definite improvement.
