Yes. I don't see this as reason to be concerned or excited. Not enough information to tell. His 13:21 going out at the pace he did, is probably roughly equal to his 13:14 last year which went out at a slower than 13:14 pace then picked up. He tried to go a bit faster than he was ready to , and paid the price. It happens. This was also his first legit race indoors this year, so not too shabby from that perspective. When he went 13:14 last year he'd already done a mile and a 3k as a good warmup for it. Just a few things to consider.

Either way we should wait to see how he responds in his next few races to make judgements.
