It can happen, its never a guarantee.
Also, having the deal with this on an everyday basis, this isn't something that happens overnight.
If you went from 11s to 13s, you were probably too big for 11s well before you actually switched. People don't generally like to believe their feet are getting bigger until it becomes beyond obvious that their shoes are too small. Jumping two full sizes tells me that you were wearing your shoes way too small for a good long time before it became unbearable.
