I'm fairly certain that originally writer doesn't even believe that everything is going to play out this way. This seems to have been written with the tongue placed firmly in the cheek. And I, personally, think it was well done. It's an interesting hypothetical situation too - The US returns to distance domination but Webb, though he helped lead the resurgence, is a forgotten part of it.
