Sounds like it's soft tissue, which is probably a plus. Have you been stretching and icing it? Try that. Have you been running in arch supports? Sometimes an overly aggressive arch support and tilt your foot so that the outside of your leg is strained with every step... Sorry, that's about as much help as I can be. Go see a trainer or a PT.
